For National Board "R" Stamps, it's more like $25,000. These stamps get renewed every 3 years and the cost of new code books (now every two years) and audit is around $10,000 and $8,000 respectively. Your business plan needs to be able to justify these costs; however, organizations that hold "Code Stamps" are considered a couple of notches better than average.
